Shiran Victoria Shen is a Senior Research Scholar of the Precourt Institute for Energy and W. Glenn Campbell and Rita Ricardo-Campbell National Fellow of the Hoover Institution at Stanford University. Her research explores the intersections of political science, public policy, environmental sciences, and engineering, with a particular understanding of how local politics influence environmental governance. She is the author of The Political Regulation Wave: A Case of How Local Incentives Systematically Shape Air Quality in China (Cambridge University Press, 2022) and Accelerating Decarbonization in China and the United States and Promoting Bilateral Collaboration on Climate Change (Stanford University Precourt Institute for Energy, 2021). Shen is a Phi Beta Kappa graduate of Swarthmore College and holds an M.S. in civil and environmental engineering and a Ph.D. in political science, both from Stanford University.
